Truth and Mercy may have dismissed Guilty Spark's comments on Halo's true nature as a test to be overcome. Regret's dialogue in Gravemind suggests the Hierarchs found Monitors to be contentious. Perhaps Truth dismissed much of what he learned from Guilty Spark. And that the Covenant (specifically the Prophets) weren't destined for the task. Mendicant Bias' revelations only told them two things, that the Great Journey wasn't assured for everyone, as they'd assumed, since "some of them were left behind. However, I think he still believed in the Great Journey in some capacity. It's possible that Truth was simply insane. You have touched on something that has confused me for years, and brought up points that I have brought up before.

They couldn't have known that Tartarus would have been stopped by the Arbiter and the humans, but that was essentially the only thing that saved them.
